Lawrence D. “Larry” Carter, 80, of Altoona, passed away Sunday at UPMC Altoona.

He was born in Altoona, a son of the late William L. and Shirley J. (Boland) Carter.

On October 9, 1966, he married Nancy J. Jones at Smith Corners Mennonite Church, RD East Freedom. In addition to his wife, Nancy, Larry is survived by two daughters, Jessica B. Carter of Harrisburg, PA, and Valerie C. Carter of Williamsport, PA; two grandchildren: Demetri and Dakota Hall; and three siblings, Connie J. Trimer, Timothy U. Carter, and Nelda K. Sharbaugh.

Larry was a 1963 graduate of Altoona High School and earned a Bachelor of Education degree from Clarion State College. He began his career teaching social studies in the Painesville, Ohio, school district before returning to Pennsylvania, where he later retired as Altoona City Planning Director.

Throughout his career, Larry was dedicated to serving his community and held numerous leadership positions. He served as director of the Mifflin County Solid Waste Authority; director of the Bedford, Fulton, Huntingdon Solid Waste Authority; director of the Bedford County Planning Commission; Development Director of Keystone Health Systems Agency; co-director of Caley Children’s Home in Painesville, Ohio; and he served on the Blair County Planning Commission.

Beyond his professional accomplishments, Larry was a man of many interests and talents. He was an accomplished guitarist who enjoyed music, refinishing furniture, woodworking, and reading. He was an avid reader and found enjoyment in learning, creating, and working with his hands.

Larry will be remembered for his commitment to his family, his many years of service to his community, and the lasting impact he made through both his professional work and personal interests. Most of all, he will be deeply missed by his wife, daughters, grandchildren, siblings, and all who knew and loved him.

A gathering will be held from 2 to 5 pm on Saturday, September 26, 2026 at Mauk & Yates Funeral Home, Inc., 719 N 4th Avenue, Altoona.
